Definition : Substandard housing

Housing whose condition constitutes a serious threat to the health and safety of its occupants or other occupants of the building.  The unsanitary nature of a dwelling is assessed on a case-by-case basis. For example, a dwelling where there is significant fungal mold or a colony of insects or pests could be considered unfit for habitation.
